The Tánaiste has expressed concern that support for the Government’s abortion proposal does not seem to be there.
The date for the referendum on the issue is likely to be decided this week after talks between Ms Harney and the Taoiseach.
Yesterday's Irish Times/MRBI opinion poll indicated only a slender 5 per cent majority in support of the referendum proposal.
Speaking on RTE radio Ms Harney said: "I am ruling nothing in or out. The last thing anybody wants to see is a debate where the country is divided down the middle.
"This proposal put forward by the Government is an honest attempt to deal with a legislative vacuum that has existed until now.
Ms Harney said the Government plan sought to ensure that medical intervention could continue to take place where the lives of mothers were in danger.
But she added: "I have to say I am concerned that the kind of support I had envisaged for this does not seem to be there at this time.
"I want to talk to my colleagues in the Progressive Democrats, and following that I will discuss the matter with the Taoiseach.
"We have a lot of work to do, and before I pin my colours either way, I want an opportunity to reflect and discuss the matter with my colleagues."
