According to the Report, President Bill Clinton committed 11 impeachable acts stemming from hide his affair with Monica Lewinsky.

Kenneth Starr's 445-page report-alleged that there is substantial and credible information that Clinton:

lied under oath in the Paula Jones sexual harassment lawsuit against him when he denied a sexual relationship with Lewinsky.

lied under oath to Starr's grand jury on the same matter

lied under oath in the Jones case when he said he could not recall being alone with Lewinsky and about the number of gifts they exchanged.

lied under oath in the Jones case regarding conversations with Lewinsky about her involvement in the Jones case.

obstructed justice by trying to conceal evidence sought in the Jones case regarding his relationship with Lewinsky by hiding gifts from the president to her and a note from Lewinsky to Clinton.

had an understanding with Lewinsky that they would lie about their relationship under oath in the Jones case and sought to obstruct justice by suggesting she file an affidavit rather than be deposed, in which she would not contradict his sworn account and he could dodge questions about Lewinsky at his deposition.

sought to obstruct justice by helping Lewinsky get a job in New York at a time when she would have been a witness harmful to him were she to tell the truth in the Jones case.

lied under oath in his Jones case testimony about his talks with Vernon Jordan concerning Lewinsky's involvement in the Jones case.

improperly tampered with a potential witness by attempting to corruptly influence the testimony of his personal secretary, Betty Currie, following his civil deposition.

sought to obstruct justice during the grand jury probe by refusing to testify for seven months and lying to senior White House aides, knowing they would relay his false statements to the grand jury.

abused his constitutional authority by lying to the public and Congress in January 1998 about his relationship with Lewinsky; promising a that time to co-operate fully with the grand jury probe; later refusing six invitations to testify voluntarily to the grand jury; invoking Executive Privilege; lying to the grand jury in August 1998; and lying against the public and Congress on August 17, 1998; all as part of an effort to hinder, impede, and deflect possible inquiry by Congress.
