The newspaper said today the United States has a warrant for the arrest of Mr Abu Anas Al-Liby, the most senior al-Qaeda member to be captured since the start of the US-led war in Afghanistan, but has been negotiating with Sudan for more than a month to have him transferred to Egypt.

The suspect, wanted for allegedly plotting the 1988 bombings of two US embassies in east Africa, is also a suspect in the attempted assassination of Egyptian President Mr Hosni Mubarak in 1995, the report said.

He is the first person listed on the list of 22 "most-wanted" names published by the Bush administration to be captured.

One reason the United States may be willing to have him transferred to Egypt is that officials there do not have to interrogate prisoners by the same rules police in the United States do, the newspaper said.
