The SDLP leader, Mr Mark Durkan, has launched a billboard campaign designed to reflect people's frustration at the postponement of the elections.
Speaking at the event in west Belfast to coincide with the fifth anniversary of the referendum that endorsed the Belfast Agreement, he said: "Not one of us that voted for the agreement believed that the path ahead would be easy. But few could have envisaged, amidst the atmosphere of great hope the referendum generated, that implementing an agreement with such a powerful endorsement from the people would prove so difficult."
He said people had told him of their frustration and that his party shared in that sense.
"I could easily stand here and point the finger of blame. But that is the easy way out.
"More difficult is to point the way forward . . . The two governments must now call together all the pro-agreement parties to agree common and clear understandings and common and explicit undertakings in response to the Joint Declaration, which must be implemented so that people can enjoy the full benefits of the agreement."
Mr Durkan called for the implementation of all the agreement and not just the pre-suspension arrangement.
He said: "We need to see all parties that support the agreement taking part in all aspects of it.
"This requires full commitment to the inclusive political institutions and full commitment to the inclusive policing arrangements. No more half measures or double standards. And no more messing."
