Measures recommended in the report include:
Introduce a weekly Carer's Benefit, for people taking leave of absence from work to look after another person.
Introduce a monthly payment of about £100, without a means test, for the carers of about 6,000 people at the highest levels of dependency.
Give each carer and person being cared for a right to have their needs assessed.
Extend the Carer's Allowance to about 2,200 parents who currently receive a Domiciliary Care Allowance for children with severe disabilities.
Allow carers who are not living with the person they are caring for to qualify for the Carer's Allowance, a measure which would benefit about 400 people.
Allow the carers of certain people between the ages of 16 and 65 to qualify for the Carer's Allowance. This would benefit about 500 people.
Give free telephone rental to all recipients of the Carer's Allowance.
Pay recipients of the Carer's Allowance an additional sum of about £85 a year towards the cost of taking a break.
