The Labour Party leader, Mr Quinn, has said economic progress depends on Partnership 2000 being honoured and on social spending being aimed at the most disadvantaged.

Addressing a SIPTU regional conference in Donegal at the weekend, Mr Quinn said next month's Budget must focus on giving tax reductions to the low-paid, and on taking many workers out of the tax net.

Profit-sharing within successful companies should be underpinned by legislation and companies that exceeded their own profit projections must be encouraged to share their additional wealth with their workers through tax incentives.

Mr Quinn said trade union recognition should be legislated for by the Oireachtas.
