A voluntary code of practice to ensure safety at indoor events attended by large crowds was called for by the Taoiseach. Mr Bruton said it would be a short term measure pending the introduction of comprehensive compulsory standards backed by the criminal law. There were lessons to be learned from the tragic events at the Point Depot, on which findings had recently been issued, the Taoiseach added.
At present, the only regulations governing indoor events were the fire and safety requirements that applied to buildings generally. "So there is a lacuna in the legal position regarding indoor events. That is a matter of concern that needs attention," he added. Mr Bruton was replying to Mr Willie O'Dea (FE, Limerick East) who asked if the Government intended to implement the recommendations of the Hamilton committee on safety at rock concerts. Mr Michael Ahern (FE, Cork East) said the existing statutory regulations should be policed properly.
