Democratic Unionist Party leader the Rev Ian Paisley has challenged British Prime Minister Mr Tony Blair to convince him the IRA is ready to give up all its weapons.

The two governments yesterday yesterday presented the DUP and Sinn Féin with their plan for achieving that goal and reviving devolved government in the North.

"Initial scrutiny shows there are some areas of confusing ambiguity and even apparent inconsistency," said Dr Paisley, in his first public comment on the confidential document since receiving it from Mr Blair yesterday.

"While on one construction it is possible, if our outstanding concerns were removed, to see a basis for agreement, other interpretations of some sections would result in a less favourable judgement."

Sinn Féin President Mr Gerry Adams gave a similarly guarded response to the plan in Dublin yesterday, signalling a period of intense talks before a deadline set by the two governments at the end of next week.
