Tashkent - The Organisation for Security and Co-operation in Europe blamed Uzbekistan yesterday for failing to meet its commitments to make Sunday's parliamentary election free and fair.
Ms Madeleine Wilkens, head of the OSCE's Limited Assessment Mission, told a news briefing the organisation would not send observers to monitor presidential polls due in January. "The commitments for a free, fair, equal, transparent and accountable election were breached," Ms Wilkens said.
