British MPs will today get their first sight of the detailed anti-terror proposals drawn up in the wake of the Omagh bombing. Downing Street last night insisted it was not creating blanket new powers and hailed the Bill as a "measured package" deliberately targeted at a small group of extremists.

However, former Labour Northern Ireland spokesman, Mr Kevin McNamara, signalled he would press ahead with tabling a "reasoned amendment" to protest at the lack of time being allowed for the legislation. The Labour MP said: "Legislation which has gone through in a rush very often has created worse problems than it was hoped to solve."
