Zimbabwe's state-controlled newspaper, The Herald, has published the names of 1,000 people who have been allocated land to be seized from white farmers.
The list of land recipients includes senior officials from Zimbabwean President Robert Mugabe's ruling ZANU-PF party.
A former local government deputy minister, Mr Tony Gara, and Mr Agripa Gava, an executive member of the independence war veterans association, appear on the published list.
Zimbabwe state television quoted Agriculture Minister Joseph Made today as telling a ZANU-PF party meeting: "We have started redistributing some farms because we are committed to achieving justice in the area of land ownership."
Mr Made said the list of names would show the world Mr Mugabe's land reform was not merely for the cronies of government leaders.
He made no reference to the violence and murders that have accompanied the land redistribution programme.
Nine white farmers have been murdered and scores of black farm workers assaulted in violence that has accompanied the invasion of farms since February 2000.
A spokesman for Mr Mugabe denied today that those benefiting were selected on the basis of their support for his ruling Zanu-PF party.
