THE COUNCILLORS: TONY FOXThe tribunal found Cllr Fox received £2,000 in cash as a corrupt payment after a council vote in November 1993 on Cherrywood lands. He received cheques of £600 in June 1991 and £1,000 in January 1993 as payments to "ensure his support for Monarch's rezoning plans" for Cherrywood.
The tribunal found he was given a corrupt payment of £1,000 by Frank Dunlop in 1992 for his support in rezoning the Ballycullen lands.
Cllr Fox received the same sum from Mr Dunlop for his support in the rezoning of the Pye lands.
The tribunal found he received corrupt payments, each of £1,000, from Mr Dunlop for his support on the rezoning of lands at Lissenhall, Cargobridge, Cloghran, Baldoyle, St Gerard’s School in Bray and Balheary.
GV WRIGHT
The tribunal found £3,300 paid to Cllr GV Wright by Monarch in 1992 and 1993 were not bona fide political contributions, but part of a “systemic financial assault” by Monarch on elected councillors or candidates in relation to the Cherrywood lands. The payments to Cllr Wright were “corrupt”.
The tribunal was satisfied Christopher Jones had corruptly paid Cllr Wright £5,000 in 1992 in return for past and future support of his bid to rezone lands at Ballycullen/Beechill. It found the money was paid so Cllr Wright would influence other Fianna Fáil councillors to support the rezoning.
It also found he took £1,000 from Mr Dunlop for supporting the rezoning of lands in Cloghran in north Co Dublin, including his signature on the motion that was eventually passed. When he was paid £2,000 by Mr Dunlop to support the rezoning of the Drumnigh lands, this was paid over in the visitors’ bar in Leinster House wrapped in newspaper.
COLM McGRATH
The tribunal found Colm McGrath requested and was paid £2,000 in cash in November 1993. This was a corrupt payment by Frank Dunlop made for his support in the Cherrywood rezoning proposal. It also found cheques of £600 and £500 he received in June 1991 and November 1992 respectively from Monarch were corrupt payments.
The tribunal “believed it likely” he received £1,000 corruptly from Mr Dunlop in late 1992 for the Ballycullen/Beechill rezoning.
TOM HAND
The acceptance by Tom Hand of £5,000 and £1,000 in 1991 and 1992 from Monarch came at a time when Cllr Hand knew Monarch had an interest in rezoning lands that would be voted on by Dublin City Council. While unable to find a direct link between the money and an agreement to support the Cherrywood rezoning, the tribunal found an implicit understanding of this nature and “as such, these payments were corrupt”.
It found Cllr Hand sought and received £2,000 for his support in the rezoning of the Ballycullen/ Beechill lands; one of the £1,000 payments was authorised by Derry Hussey, husband of Gemma Hussey. The second was refused by Mr Hussey but was paid by Christopher Jones instead.
A further £2,000 in cash was paid by Frank Dunlop to Cllr Hand in 1992 in relation to two motions on the Beechill/Ballycullen lands.
Mr Dunlop later paid Cllr Hand another £2,000 for supporting the rezoning of the Pye lands, £1,000 for supporting rezoning in Baldoyle and a further £1,000 for supporting the rezoning at Balheary.
The tribunal also found that in September/October 1993, Cllr Hand requested £250,000 from Mr Dunlop for supporting the Quarryvale rezoning, though the money was never paid.
DON LYDON
The tribunal concluded Monarch paid Cllr Lydon a total of £3,100 in 1992 and 1993. He went on to sign and promote motions by Monarch before the council. It found the monies were paid corruptly.
He was also found to have solicited and received £9,000 in 1992/1993 as corrupt payments from Christopher Jones snr to support rezoning of lands at Ballycullen. A further £2,000 was paid to him by Frank Dunlop in the same period for the same purpose.
Cllr Lydon was paid £1,000 in cash by Mr Dunlop for his support in the rezoning of the Pye lands and another £1,000 for supporting the rezoning of lands in Baldoyle.
SEÁN GILBRIDE
The tribunal found he solicited and was paid £1,000 from Frank Dunlop for supporting rezoning of the Ballycullen/Beechill lands. It accepted Mr Dunlop’s evidence he also paid Cllr Gilbride £2,000 in respect of the Drumnigh rezoning and two other rezoning cases.
LIAM T COSGRAVE
The tribunal found he was paid £1,000 by Frank Dunlop for his support in the rezoning of the Ballycullen/Beechill lands and £1,000 for the rezoning of lands at Balheary. He also solicited from Mr Dunlop and was paid £1,000 for his support in rezoning lands at St Gerard’s School in Bray in 1998.
CYRIL GALLAGHER
The tribunal found he received a corrupt payment of £1,000 from Frank Dunlop in March 1993 for his support when the Lissenhall lands were being rezoned. A further £1,000 was paid to him by Mr Dunlop for his support of the Cargobridge rezoning and another £1,000 for his support when lands at Cloghran were being rezoned.
A payment of £1,000 was also made to him for his support when lands in Baldoyle were being rezoned; £1,000 from Mr Dunlop for supporting the rezoning of the Drumnigh lands; and a further £1,000 for supporting the rezoning of lands at Balheary.
The tribunal also found Mr Dunlop had paid him £2,000 in exchange for his support during the rezoning of the Duff lands.
JOHN O’HALLORAN
The tribunal found he had received payments from Mr Dunlop of about £500 each in the early 1990s, though it was unclear for which project.
