. Stronger social, environmental and consumer rights powers of the EU

. New policy planning and early warning unit to improve operation of the common foreign and security policy

. The "Petersberg tasks" - peacekeeping, peacemaking, humanitarian and rescue tasks - to be incorporated in the Treaty

. No decisions on institutional issues such as the size of the EU Commission and a continued rotation of the EU Presidency among all member states.
