An "area of freedom, security and justice" - facilitating freedom of movement and strengthening police and judicial co-operation. Controls at the Union's external frontiers will be harmonised.
Co-operation between the Member States in foreign and security policy (enabling the Union to act, for example, in humanitarian and peace-keeping missions).
Extending the European Parliament's legislative powers, increasing the use of majority voting in the Council (rather than acting by unanimity), strengthening the Commission President's powers and encouraging greater involvement by the national parliaments in Union affairs. Closer co-operation in certain areas is permitted amongst Member States who so wish.
Still outstanding is agreement on the number of Commission members and the weighting of the Member States' votes within the Council, when enlargement occurs. These will have to be resolved before any more countries join the Union.
