New Zealand winger Jonah Lomu will be on the bench as nine players make their debut against Ireland A in Belfast.
Full-back Ben Blair, winger Roger Randle, centre Nathan Mauger, forward David Hill, number eight Paul Miller, hooker Tom Willis, prop Dave Hewett and locks Simon Maling and Dion Waller are the chosen nine.
Willis will captain the side, while prop Kees Meeuws is the most experienced member of the team, having played 19 games for the All Blacks.
After Tuesday's match, they take on Ireland next Saturday, Scotland the following weekend and Argentina the week after in Buenos Aires.
