London - Libya will not be allowed to break the international arms embargo via Britain, the Foreign Secretary, Mr Robin Cook, said yesterday after officials confirmed that Scud missile parts being smuggled to Libya were seized at Gatwick Airport last November.

Although Britain recently sent its first envoy to Libya in 15 years, it had not lifted an EU arms embargo against Libya, Mr Cook said. He said the new envoy would tell Libya of Britain's "deep concern" at the attempt to evade the embargo. "We have had long concern about the military ambitions of Col Gadafy's regime," the Foreign Secretary said.
