Manchester City have failed in their bid to sign Robbie Fowler as they can not meet the Leeds striker's wage demands.
According to a report in the Manchester Evening News, the clubs agreed a £7 million transfer fee but Fowler was unwilling to lower his £50,000 a week wage demands.
Nicolas Anelka, on £35,000 a week, is the highest paid player at Manchester City.
Keegan is apparently concerned other players would seek similar amounts to Fowler were he to meet his demands.

The manager will now attempt to sign Germany's World Cup star Miroslav Klose from Kaiserslautern and South African international Benni McCarthy.
