Robbie Fowler's proposed £7.5million transfer to Manchester City has collapsed, according to reports this afternoon.
England international Fowler had agreed personal terms at Maine Road after Leeds agreed a #7million fee with City.
But his agent George Scott told Sky Sports News: "He had time to reflect on the deal and realised it was not the deal for him, although he was flattered by Kevin Keegan's interest".
Fowler had been expected to put the finishing touches to the deal today and officially become a City player.
City were awaiting the results of his medical, although Scott claims he passed that and did not move for personal reasons.
Scott added on Sky Sports News: "Everything was agreed financially. He passed his medical. During the medical he had time to reflect and has decided this is not the right move for him."
The 27-year-old England international, who was given a rousing reception by City's fans when he appeared as a late substitute for Leeds in United's 2-1 defeat at Maine Road, agreed personal terms on a four-and-a-half-year deal on Tuesday and spent most of yesterday undergoing stringent fitness tests.
Fowler, who had agreed in principle a deal worth a reported £35,000-a-week, only returned to the Leeds first team last month after a lengthy lay-off with a hip injury, his Elland Road career having also been blighted by ankle and cruciate ligament problems.
He told Sky Sports News: ''I had the opportunity to think things over and I wanted to stay at Leeds United.
"I am happy to do so now and I want to do my best for the club."
