Fine Gael has established a new internal commission to devise policy aimed at transforming public services.
The first item on the agenda for the body, which is to be chaired by former minister for finance Alan Dukes, is the party's plans for the introduction of a universal health care system.
Party leader Enda Kenny says the policy, if introduced, would end the two-tier system in the health service, improve patient safety and care and drive reform.
The new commission will have ten other members, including doctors, lawyers, economists, accountants, planners and other healthcare experts.
