Taoiseach-designate Brian Cowen is to address a conference organised by the Irish Congress of Trade Unions (Ictu) on the day before the new round of national pay talks begin this week.

The pay talks between the Government, unions and employers are set to begin on Thursday.

The Ictu conference will address the theme of Globalisation and Irish Workersand takes place in Croke Park, Dublin. Mr Cowen's address to the conference will examine the impact of globalisation on Irish workers and how the Irish economy can best respond to the challenge, Ictu said.

Ictu general secretary David Begg - who will also speak at the conference - welcomed the minister's decision to take part.

"While the timing may be sensitive, in relation to the upcoming pay talks, I would warmly welcome the Taoiseach-Designate's presence and his decision to attend," he said. "I think it confirms the necessity for dialogue and engagement on the key challenges facing us in the years ahead."

Ictu delegates voted overwhelmingly last week to enter the talks. They voted to go into the process seeking pay increases which would protect against inflation.

They will also seek the introduction of a new comprehensive pensions policy, investment in public services and legislation to provide for equal treatment for agency workers and for trade union representation rights.
