Relatives of those killed in last year's Omagh bombing are preparing to take the British government to the European Court of Human Rights for failing to protect its citizens by lowering security after the Belfast Agreement.
Mr Michael Gallagher, who lost his son Aidan in the blast, said the families would exhaust all avenues of British law before taking the case to Europe.
Mr Victor Barker, the father of 12-year-old victim James Barker, has already brought a case against the North's compensation board to recoup over £30,000 of his son's school fees. "I am taking it because I want to make it clear to everyone how the government treats victims compared to murderers," he said.
