Washington - With great fanfare, President Clinton yesterday vetoed a $792 billion tax-cut plan passed by the Republican-controlled Congress as too big and bloated, setting up an autumn budget battle and a campaign issue for the 2000 elections.
"At a time when America is moving in the right direction, this bill would turn us back to the failed policies of the past," Clinton said during a high-profile Rose Garden ceremony as he carried out his oft-stated threat to veto the plan.
