Moscow - Chechnya was braced for a new Russian military offensive last night as separatist rebels dismissed Moscow's ultimatum to lay down their arms, claiming the offer was part of a state propaganda campaign.

Chechen officials said the initiative by the Russian President, Mr Vladimir Putin, was a wasted opportunity to establish real negotiations between the Kremlin and the rebel president, Mr Aslan Maskhadov.
