Carlow County Council did not inspect the Millstream plant at the centre of the dioxin scare after an initial assessment in 2005, a Dáil Committe heard today.
It was also told the operators had introduced a heat treatment of waste food at some stage during the period to 2008 and was in breach of the permit it received.
Carlow County Manager, Tom Barry, told the Joint Oireachtas Committee on Agriculture, a waste permit for specified waste dispisal and recovery activities had been issued on February 23rd, 2006.
