The Women Together cross-community group is asking Northern people to light a candle in their front windows on Christmas Eve, in solidarity with the families of those who have died during the Troubles.
Ms Ann Carr said more than 3,000 people had been killed during the past 25 years and Christmas had never been the same again for their families.
Urging people on both sides of the divide to light the candles, she said: "Participating in this simple gesture of love and support to show that we still care could mean so much."
