Plans are to be speeded up for new laws which would stop couples adopting children abroad without proper checks in the UK.
Under the proposals being considered by the government, couples would face three months in jail for bringing children home without proper approval.
The move follows the controversy surrounding Mr Alan and Judith Kilshaw who bought twins Kimberley and Belinda over the internet in America.
Flintshire County Council is attempting to have the twins made wards of court.
