The North’s police ombudsman has called for an amnesty for deaths in the Troubles after saying it would be impossible to investigate all murders carried out during the period.
Al Hutchinson, who left the office at the end of January but who will not formally resign until his successor is in place, said an amnesty to deal with the past would be “conditional” on victims, who would make decisions on individual cases.
“I think the key here is the victim would have a say whether or not they might consider amnesty, and that would be a conditional amnesty.”
