Paul Laffoley wants to use Spanish architect, Antoni Gaudi's 1908 design in a memorial to be eventually erected at the site.
Gaudi came up with the design in 1908 for a New York hotel that was never built.
The Lower Manhattan Development Corporation is in the process of organising an international competition to come up with a suitable memorial.
