THE G7 "Jobs summit" at Lille in France this week was a far from impressive occasion, with the ritual skimming over of topics and little of substance decided. There was much talk about the US success in creating a huge number of new jobs and about the quality of what critics have called "the burger flipping" jobs market. The latest joke in Washington is: "Bill Clinton has created 8.4 million new jobs. ..and I have three of them."
