MTV has appointed Mr Justin Green as its Irish public relations and marketing consultant for the 1999 MTV Europe Music Awards, to be held in November. Mr Green worked on the Robbie Williams concert at Slane Castle, U2's PopMart tour in Dublin and Belfast and REM's Monster Tour.

Mr Brian Kavanagh has been appointed chief executive of the Turf Club, the regulatory body for horse racing in Ireland. He has been manager of the Curragh Racecourse and training grounds for the past five years. The Irish Horseracing Authority has appointed Mr John White, general manager, Tote Ireland and Mr Matt Mitchell as general manager, IHA Racecourses.

RTE has appointed Ms Majella O'Doherty as co-ordinator, public relations. She was responsible for developing a marketing and communications strategy for the National College of Ireland before joining the State broadcasting company and has worked as a journalist and communications officer for the European Women's Lobby in Brussels.

Mr Enda Allen has been appointed deputy global head of lending risk management at ING Barings, Amsterdam. He has worked with ING Barings in Ireland since 1993 where he was director and country head of corporate finance.

Mr Aidan Stacey MMII has been appointed marketing and promotions executive for the National Safety Council, joining it from Stacey Marketing Services where he was account director for three years. Ms Caroline Spillane has joined the council as communications executive, having previously worked with Foroige, Murray Consultants and RTE.

Qualceram, has appointed Mr David Swords, ACA, as group finance director.

He has spent the last year in Britain where he streamlined the group's distribution channels and set up the London distribution centre.

Begley Hutton Design Consultants has appointed Mr Andrew McQuillan, senior designer; Mr Paul Murray, senior designer; and Ms Tanya Hayden, financial controller.

The Irish Planning Institute has elected Mr Philip Jones its new president. Mr Jones was the county planner for Kildare County Council from 1986 until this year and city planning officer, Waterford Corporation, from 1983 to 1986.
