The regulatory commission will have the power to grant licences for the generation and supply of electricity to eligible customers.

The commission will be allowed to modify the licences or plant authorisations it grants.

The ESB shall prepare a grid and distribution code for the operation of the electricity transmission and distribution systems which it owns and operates.

The ESB shall prepare a statement setting out the basis for the level of system charges it will impose for connection to and use of its transmission and distribution system.

The Minister for Public Enterprise may make an order directing the commission to impose public service obligations on authorisation holders (providers of electricity).

No net additional Exchequer costs will arise.
