Madam, - The European "polluter pays" principle spells out starkly the obligations of shop, supermarket and retail outlet owners to take back unwanted packaging and wrapping from purchases made on their premises.
Will the Minister for the Environment, Martin Cullen, kindly explain how shop owners can argue that because their business is a member of Repak (The National Recycling Agency), they are not obliged to comply with this requirement?
