Madam, - In Britain the penalty points system works very efficiently because it is administered by a separate government agency, the Driver and Vehicle Licensing Agency.
This was set up over 30 years ago to replace the country motor tax system which still operates in Ireland.
The DVLA co-ordinates input from the court services of England & Wales and the separate Scottish legal system and the 50-plus regional police forces that operate in Great Britain.
Police input is restricted to initiating charges/issuing penalty notices and where appropriate accessing the DVLA database to check on drivers and vehicles-result efficiency.
Surely an agency could be set up here to co-ordinate the efforts of 26 motor tax departments and one police force. - Yours, etc.,
