UEFA is to seek assurance from the English and Turkish football bodies that adequate security is in place for next month's Euro 2004 qualifier.
The two football associations have been summoned to UEFA's headquarters in Nyon, Switzerland, for a meeting today that will specifically address plans for the security, ticketing and safety of the Istanbul match, UEFA said.
The English FA, which rejected its allocation of tickets for the game, has urged fans not to travel to Turkey but fears these warnings will be ignored.
UEFA fined the English FA and threatened them with expulsion after racist abuse and pitch invasions by England fans during England's 2-0 home win against Turkey in April.
Relations between fans of the two countries reached an all-time low when two Leeds United supporters were stabbed to death during clashes in Istanbul before a UEFA Cup match against Galatasaray in 2000.
England lead Turkey by one point and need only draw to qualify for Euro 2004. The team finishing second in the group will go into playoffs in November.
