With Woods still languishing well off the pace in the final round at Champions Golf Club, it looks only a matter of time before the Fijian ended Woods' four-year reign at the top of the money list.
Woods played the first nine holes of his round in one under to lie three under for the tournament, 11 shots behind leader Chad Campbell.
Singh was also one under for the day after a birdie on the seventh, but at six under was also too far back to seriously challenge.
Campbell began the final day one shot ahead of fellow American Charles Howell after a stunning third round 61.
The USPGA Championship runner-up picked up a birdie on the second to move to 14 under but was still only one ahead of the chasing pack, former European number one Retief Goosen picking up shots at three of his first five holes.
Howell bogeyed the second to drop two shots further back alongside Chris Riley.
Darren Clarke is 10 off the lead after playing his first eight holes in level par.
