Members of three public services unions have said they will refuse to deal with email between offices within the Oireachtas from this afternoon.
In a statement, Impact, the Civil Public and Services Union (CPSU) and the Public Service Executive Union said the action follows a phone ban and related industrial action commenced yesterday.
They said it was the first time such action has been mounted while the Oireachtas is in formal session.
"The unions expect that this action will severely impact on the business of the Oireachtas including the last Dáil sitting before the St Patrick's week break. Its expected Oireachtas Committee sessions will also be disrupted by the action."
The unions said email correspondence and document transmission play "a central role in the circulation of draft legislation and related papers including amendments, the circulation of the order of business, the work agendas of all committees and the enabling of access to the Houses of those members of the public attending such meetings including those scheduled to provide direct evidence to the committees".
CPSU assistant general secretary Theresa Dwyer said: "It is unfortunate that our members have to engage in such action but it shows the deep anger felt by workers who provide a first rate service to the TDs and Ministers.
"These are the same workers who have been targeted by this Government for pay cuts that are not just unfair but are morally wrong."
Ms Dwyer said the pressure on Dáil and Seanad proceedings would "intensify further on their resumption unless meaningful negotiations get underway”.
Impact national secretary Louise O’Donnell said it was important to emphasise the action was directed toward government and not at the wider public.
"Our members and their colleagues working in the Oireachtas are determined to continue this action until meaningful negotiations are possible. That means that the pay issue must be on the agenda in any discussions.”
PSEU assistant general secretary Phyllis Behan said members of the Oireachtas would know the "excellent service" that the staff of the Houses give.
"Yet certain members not only voted to cut the pay of these people, in some cases they have availed of every opportunity to denigrate public servants."
