Iran: The UN nuclear watchdog said in a confidential report yesterday that Iran had repeatedly failed to meet its nuclear obligations under a global treaty against nuclear proliferation, according to a Western diplomat.
"Based on all the information currently available, it is clear that Iran has failed in a number of instances over an extended period of time to meet its obligations," the International Atomic Energy Agency (IAEA) said in the report. It stated that Iran's "policy of concealment" continued until last month.
"Following the adoption of the board's resolution [on September 12th\] the government of Iran informed [IAEA chief Dr Mohamed ElBaradei\] that Iran had now adopted a policy of full disclosure . . . Since that time Iran has shown active cooperation and openness," the report said.
It also stated there was no evidence that previously undeclared material and activities were related to a weapons programme, but it would take time before it could conclude the nuclear programme was for peaceful purposes only. Iran said yesterday it had temporarily halted its uranium enrichment programme and would allow tougher UN checks of its nuclear sites.
