The Tánaiste warned that supporting the Independent TD Mr Joe Higgins, who is in Mountjoy prison for disobeying a court order relating to the bin protest, would be "writing a recipe for anarchy".
Ms Harney said that as elected politicians it behoved them all to act responsibly and to be honest with people.
"Public services have to be paid for. To pretend otherwise is nothing but political opportunism and grandstanding of the worst kind."
She was replying to a Private Members' motion from the Technical Group expressing regret at the imprisoning of Mr Higgins and condemning the Government's "lack of fairness and equity" in cutting back on various schemes.
Mr Tony Gregory (Independent, Dublin Central) said that the cutbacks in schemes had affected the most disadvantaged people.
The House will vote on the motion tonight.
Mayo landslide debate ruled out
Attempts by the Opposition to adjourn the Dáil for a debate on the landslide in north Mayo were ruled out of order by the Ceann Comhairle, Dr Rory O'Hanlon.
Mr Michael Ring (FG, Mayo) said a debate had been held for flooding in Dublin last year and residents of Pollathomas in Mayo were entitled to equal treatment.
