Centre Stuart Abbott will make his first World Cup start in the pool C match against Samoa on Sunday, replacing Will Greenwood in one of seven changes in personnel from the side that beat South Africa last week.
England coach Clive Woodward has also overhauled his pack and re-jigged his backline, with Matt Dawson returning at scrumhalf, Iain Balshaw coming in on the right wing and Jason Robinson moving back to fullback to replace Josh Lewsey.
"We picked a team to beat Samoa," said Woodward. "Abbott has been picked to replace Greenwood, Dawson is back fit and Iain Balshaw is getting his first chance.
"This is a strong side, possibly stronger than the one that we put against South Africa."
Greenwood returned to England this week to be with his wife after she suffered complications in her pregnancy, but England coach Clive Woodward said that the problem had eased and he expected the 31-year-old to return to Australia next week.
That gives the opportunity to Abbott to win his third cap, while utility back Mike Catt, who like Abbott was born in South Africa, could win his 57th after being named on the bench for the match.
In the forwards, England will have an entirely new front row in Jason Leonard, Mark Regan and Julian White replacing Trevor Woodman, Steve Thompson and Phil Vickery.
Ben Kay will again partner captain Martin Johnson in the second row, while openside flanker Neil Back and number eight Lawrence Dallaglio will be joined on the back row by Joe Worsley, who has replaced Lewis Moody.
Moody's charge down of Louis Koen's clearing kick set up Greenwood's try, the only one of the match in the 25-6 victory over the Springboks in Perth last Saturday.
Woodward said he was expecting a physical challenge from the Samoans, who lead pool C after bonus point victories over Georgia and Uruguay.
"Samoa are a physical tacklers, as are every team we face. We are putting out our strongest line up," Woodward added.
"They are a very dangerous team when they get the ball. They have been outstanding in their two games so far.
"We have got to treat them as anyone else, which is why we have put out a team on paper that is stronger than the one we played against South Africa."
